The Apartment Community That Was Decades Ahead of Its Time
When most apartments went up, Parkview spread out and helped shape the future of housing in Portland.
When Parkview Apartments opened in 1941, it was considered a groundbreaking idea. Rather than one large apartment building, Parkview was designed as a residential campus of many smaller buildings set among landscaped open space.
Occupying an entire superblock between NE Glisan Street, NE Irving Street, and NE 16th and 18th Avenues, the 92-home community was one of Portland’s earliest true garden apartment developments and among the first to bring this innovative housing concept to the city.
Today, Parkview Apartments remains one of Portland’s best-preserved examples of pre-World War II garden apartment architecture and is listed on the National Register of Historic Places.
Designed by architects Ertz & Burns and developed with the backing of Portland investor Ralph B. Lloyd, Parkview reflected a growing movement toward thoughtfully planned communities that prioritized green space, natural light, and a more neighborhood-oriented approach to apartment living.
Construction began in September 1940 and was completed in 1941 at a cost of $500,000. The project attracted widespread attention, with Portlanders touring the first completed apartments before the community officially opened.
Parkview emerged from an international planning movement that traced its roots to England’s Garden City movement and evolved through influential developments such as New York’s Sunnyside Gardens (1924-1928) and Phipps Garden Apartments (1930), as well as Greenbelt (1935) in Maryland.
Together, these pioneering communities helped establish the residential design principles that Parkview brought to Portland, Oregon in 1941.
